 The Emirates Authority For Standardization & Metrology (ESMA) and the Automobile and Touring Club of the UAE today signed a Memorandum of Understanding to work together to regulate the booming business of car modifications and customisation.


The MOU was signed by H.E. Abdullah Al Maeeni, Acting Director General, ESMA, and ATCUAE President Mohammed Ben Sulayem, on the opening day of the GCC Car Modifications Conference taking place at the Meydan Hotel in Dubai.


The ESMA and the ATCUAE will develop a strategic partnership geared towards establishing federal control over the auto aftermarket for the modification of cars in order to reduce the number of accidents and fatalities on the UAE’s roads.


As part of the agreement, they will also work together to encourage federal regulation of the current system for the classification of classic cars which has been operated by the ATCUAE since 2012 in collaboration with the Roads and Transport Authority (RTA).


“This agreement reinforces the mutual cooperation between our two organisations and allows us to take full advantage of the specialist experience and capabilities of the ATCUAE,” said Al Maeeni.


“Our priority is to develop and review the standard specification and technical regulation of modified cars and bring this up to the best international standards under federal control, in the process serving the best interests of all groups of the UAE community.


“Our partnership with the ATCUAE supports the UAE Vision 2021 to establish the Emirates among the best countries in the world by the Golden Jubilee of the Union.”


Sulayem said: “We are all road users, we all have families, and we all want our roads to be safer. It is vital that, as the aftermarket continues to grow rapidly, we develop regulatory measures to control the modification or customisation of cars.


“Making a car stand out is one thing, but making modifications to dramatically increase a vehicle’s power and acceleration can have dangerous, even fatal, consequences for the driver, passengers and other innocent road users or bystanders.”


The forming of a new partnership between the ESMA and the ATCUAE has been welcomed by the RTA. “This is a very important step towards regulating the auto aftermarket, as well as the classification of classic cars, in the process making our roads safer for everyone,” said Ahmad Bahrozyan, Executive Director of the RTA Licensing Agency.


The ESMA and the ATCUAE will jointly provide advisory, technical assistance and support services to the aftermarket covering replica vehicles, kit cars, armored vehicles, lengthened chassis limousines, and motor sport vehicles. Training programmes will be established for workshop operators and technicians who will be the subject of regulatory licensing measures.




Al Maeeni and Sulayem are among the high profile attendees at the two-day GCC Car Modifications Conference, which is highlighting the spiralling growth of car customisation. According to industry sources, demand for car customisation in the region has increased by 15 per cent in the last year.


Since signing an agreement with the RTA in In June 2012, the ATCUAE – official representative of the International Federation of Classic Vehicles (FIVA) - has operated a classic car licensing service which classifies vehicles in six categories.  Vehicles more than 30 years old can qualify for FIVA licences if they pass stringent mechanical and safety tests set by the Club.
